He might have referred to the textures. If you look you'll see the DDS files which color the NPC models head to toe.

How does one open/look at a DDS file?

You'll need either third-party software or an additional codec for whichever image editing/viewing software you might already have, if any. Shouldn't be too hard, just look up something like "dds viewer"

You can also open up DDS files in Gimp, if you're familiar.
