It's basically a .tga file. You can make one yourself in Adobe Photoshop.

You just need a transparent background. you can make it in Paint.net

Because the file is .tga (targa), you'll need to add an alpha channel to have transparency. I don't know what you use, but I use Photoshop and it's very easy. Should be simple enough for Gimp and Paint.NET.

REALLY easy Straxedix!

Open paint.net ( free download )
Open your file.
be sure to use the MAGIC WAND AROUND your letter(s) and ALSO inside the O and A B etc etc is TRANSPARENT!
you can do that with a tool named : MAGIC WAND

Then save as TGA and that is it!

Then you open up your leveleditor and drop a BILLBOARD then open file and search for YOUR picture.
DONE!
