The Dark Descent is better, because it is longer and it is the main game.
Justine is too short, has less puzzles and is not the beginning, you are in middle of a started story.
And you can not use the latern.

I think, a good horror game should not have only immerse horror, but thoughtful puzzles.

"Penumbra: Overture" was the best of all.
I'm not sure if this is a fair question, in my opinion. The Dark Descent and Justine are good in their own ways, but since The Dark Descent has way more content, I choose that one. If Justine was a full-length game, it might have been a better comparison.

I agree, the story penumbra has, is much more realistic and frightening I think.
Many of you guys have probally played Amnesia Justine after it was released. So do I and god it was so scary. The suitors, there moan really freaks me the hell out. Anyway I would like to show you my scaremeter.

Prison Cells. 6
After seeing a new monster I was scared what's gonna happen when I go further and further.
Narrow Tunnels. 8
The ambience, the scary moans, ahhh I can't run its to narrow!
Library: 3 (6 when I accidently killed a man)
Everything seems cool untill I killed a man, I was getting really nervous what's gonna happen.
Potato Room: 10
This part gets me everytime. I can't describe how scary this was.
Sewers. 9
I don't like being chased, especially when they are trying to eat you!

Narrow Tunnels -> 6

Prison Cells = 4
Narrow Tunnels = 7

The scariest moment for me on my first play-through, was after the dungeon when I read the words crypt on the exit door, went in and immediately thought that area was going to be like a more hellish version the choir.
Cells: 3
Tunnels: 5
Library: 1
Potato Room: 7
Dungeon: 7
Dungeon chase: 10 (damn).
