Where exactly should I be putting this file?
Where you have placed it is fine and not the issue. I don't know why the OGG files you are generating aren't working. Try finding another program that can create or convert to OGG and see if that helps.

Turns out it kept trying to load it from a place where I originally had the file, but deleted it. All I had to do was re-record it, rename it something different, and save it to the same place.
