You could do what Kreek said which is correct. Personal opinion: Don't even bother. 77$ is not a budget but a joke.
- The gpu sucks (don't be fooled by the 1GB RAM, it's core it so weak that even 512MB would be too much for it) but it should be able to run LOL somewhat. However, 77$ is not enough for anything descent graphics-wise. 100$ is the minimum meaning AMD Radeon HD 7770.
- RAM & HDD are good.
- So, with that "budget" you can only upgrade the cpu to the best this board can get which is a dual core. In order to properly upgrade this system around 170$ are needed (110 for gpu and 60 for cpu).
- Also a newer OS with proper x64 support for the 4GB RAM like Windows 7 x64 or Windows 8.1 x64. Note that Windows 8.1 x64 requires NX bit cpu capability which P4 does not support so only with a cpu upgrade will you be able to upgrade that far.

No offense intended, but the above seems as your best chance of achieving a 'good' computer within your budget.

-a total of 8gb of ram
These two in tandem will increase your RAM. I used to have a 4gb ram computer, and games/programs would occasionally crash as my computer ran out of ram.
-new cpu
as mentioned before a lot of stuff nowadays is CPU heavy; games, streams, videos, encoding etc.
if possible = new graphics card
Bonus thing, always good for a gamer.

So the only thing truly holding back my computer (other then the OS Which i plan on upgrading given that my brother said he would chip in some money, probably around 70$) would be my cpu. Thanks guys some great feedback to how im somehow gonna get this thing off the ground.

Ill see what i can do, my brother decided to put in now a total of 200 increaing my joke into what i think would be a budget of 275$ Any new suggestions? =P

With a budget of $275, I'd suggest you replace, Motherboard, CPU, Graphics card, and PSU.
Just pick the parts you like from that graph (Which can be from different tiers) but keep in mind:
1. The CPU, and motherboard must be on the same tier.
2. The Graphics, and the PSU very much should be on the same tier

275$ is still not enough for a full platform change (new mobo, new cpu, new ram). It depends on what you already have though. What PSU (power supply) does it currently have?

I did a bit of research on this, and some finds I found say that this one is 250 Watts constant, and 450 watts peak. Unfortunately this is kind of where my knowledge kind of ends since I'm not really sure which number to go for in this case.
