Do you use any custom settings for your GPU? Like forcing AA or anything else? If you do, try reverting to the default settings using the nVidia's Control Panel or ATi's Catalyst Control Center.

Nope its all factory settings.

I've got a Radeon X1650 Series
I'm very sure they are up to date.

ATi Catalyst 10.8 was released yesterday. You updated to that?

I just checked and apparently the newest version doesn't support your card. ATi have decided to label these old cards as "legacy" cards and will still support them, but only if critical fixes are needed.
Anyway, here is the newest version that you can use for your GPU (version 10.2):
https://a248.e.akamai.net/f/674/9206/0/www2.ati.com/drivers/10-2_legacy_xp32-64_dd_ccc.exe
Remove your old GPU drivers and install these ones. Let us know how it goes.
