will his specs make much of a difference?
the problem would be in a driver issue or maybe the visual sdk library or .net package needs updating
the issue is software, and effects editors, his game works fine

I have updated everything I could possibile find on my computer with no result...
Yes i would post my specs if i only knew what it is... I'm a noob at computer stuff... xD
Tell me what spec is and i will post it.

open your start menu, start the program "run" and type in "dxdiag" and then select ok to open it
Option 1: copy all of what you see on that first page under the 'system information'
Option 2: click the "save all information" button and upload the file here (this contains much more information)
I recommend option 2, something on your computer doesn't like the editor

Ok... I got the lights working!
Like I said, I am a noob at computer stuff, so I did not know what a driver was...
Then my dad came and showed me what it was and how to fix it. So now the lights are working and I can continue on my story. Thanks to everybody who gave me help! 
ps, If you wonder what I meant with updated everything, I updated the computer, not the drivers... xD
