I tried really hard to see what was inside that concrete box. Someone, real or imaginary, was getting drowned though. Progress at this point was a necessity as I have mild water phobia.

If you do manage to get on top of the box, to look through the grating, it turns out there isn't anything inside: http://i.imgur.com/t6ElI.jpg

Only because you're not really supposed to be able to get up there.

Hmm. That's weird though. Maybe I was too pre-occupied when I played to notice. I didn't even think there was anyone else in the cistern.

He's thirsty, and is crying because he doesn't have enough water. That's why the crying stops when you turn all the valves.

That part freaked me out. It was a great moment in the game, because it wasn't the usual monster closet, it was a '...did I just kill someone?' moment. They didn't rub it in your face either, ruining the moment. It was perfectly played out, in my opinion.
