Either he is exaggerating, or perhaps he's describing a sort of "quid pro quo" situation, working in exchange for other arrangements

To get experience, we have a crap system in Sweden where we work for free for a set amount of time to get experience and references for future work. It pretty much sucks, because it doesn't guarantee you getting a job afterwards.
