How do i import an jpg into an new painting frame?

You would have to look into the Painting's .dds. Open it up in GIMP and swap the existing picture of it and replace it with yours.

I made a custom painting set in a thread a while ago. Can't seem to find the thread again though. Here's the link to it:

Simply save your image as a .dds overwriting the one I have provided.

What does the dds do again?

.dds is an image file-format; much like .jpg etc. The difference is that .dds is optimized for game-textures.

Theres no ent file!

Option A: place it in the static_objects.
Option B: create an .ent file using modeleditor.exe (import mesh)
