Would it be possible to create animated billboards-- as in like a movie clip showing?

Yes, this would have to be done frame by frame and would take up ALOT of space, so I wouldn't recommend doing it.

have a look at the water ripple gobo, you should be able to figure it out from there.
I myself have not tried it so can't guide you.
