You'd have to modify the source code of Amnesia to integrate with Steam workshop.

Oh man that would be awesome, having steam workshop for custom stories.
I mean, it's piss easy to make it work, it just needs to create a folder in custom_stories, and besides, people play so much of them, so why not keep them easily available, all in one place?
