Are you trying to create the .rar file in a folder somewhere in your C:\ harddrive or similar?
Try to move the folder to your desktop first and then make the .rar file.

Run winrar as an administrator. You are probably trying to compress files at Program files which requires additional rights. Or move your custom story to the desktop first. Both will work.
