i just predownloaded the game via steam, and there is only a 2.76mb file in the folder. will the other files appear when the game is released??

now in my steam folder in c:\Program Files... there are some files in the depotcache folder (2,42gb)and they are appeared when my downloading finished. arent these the game files? however i downloaded the game in another folder, and there is only a steamapps folder (with a file) and a steam.dll file.
did i something wrong?
sorry for stupid questions, steam predownloading is new for me
