This type of "speaking" is used in many faiths, including Shamanism. Aztecs and Mayans practised shamanistic rituals so there might be some sort of connection. That said, I'm 90% sure Ashtoreth is right; the character is speaking in tongues. Even the filename supports this. People who speak in tongues tend to sound similar, even though it's a made-up language, and this guy fits the bill in that respect. If that's the case I'd love to know what the voice actor was given to read, or what "motivations" he was provided with. And I'd love to know how many takes there were before they settled on this one!
