THIS GUY!
Well, I started to notice that the stuttering was happening even with vysnc disabled, so I decided to download fraps to see what the hubba was. My framerate is at a constant 60, but every few seconds it stutters. It still remains at 60 when this happens.

This is a custom story you are complaining about, talk to the developer. This sub-forum is for main-game support.
I checked your last thread and you clearly said the problem (at the main game) was solved. Why would you still be having the stuttering problem?

I thought it was due to framerate problems, but nothing is causing it to drop. I just want to figure out what's causing this.

The custom story you are playing can be badly optimized and thus cause framrate drops, if this does not happen within the main game it is not a problem with the game, but with the mod you are playing.
