Can't remember if retail was ever considered for SOMA - but I have doubts it will take that path now. Since it's been released digitally, costs to make physical copies, that is, discs, covers, cover art and otherwise, cost money. Perhaps money was a constraint? The game is also pretty large in size. While it will still fit on a disc, it will still need to install data to the console, which is just as easily done via internet download.
To my knowlege, Sony, on occasion runs deals on games. Whether or not such discounts require consent from Frictional, I do not know - but keep an eye out during American/European Summer, since games tend to be discounted then for some time. Furthermore, keep an eye out for "themed" discounts; such as when Sci-Fi or Horror based games on the PlayStation score are being discounted
