Is there a way to change the movement speed of the grunt ?

You'll have to open up his model in the model editor, and then save a new one for the changed grunt.
When you open it in model editor, on the top bar, go to edit, then user defined properties. Grunt - Enemy should already be in the drop down for 'type', or something like that. All the variables for the grunt are in there, including forward and backward speed, accel, the damage they do, how fast they can turn, how far they can see, etc.
