The contest is still going on, and I just finished my Custom Story. Am I too late for the contest? How do I get my Custom Story onto the page where people vote?

Honestly you'd have a hard time winning given the fact the other stories have had almost a month to accumulate votes.
That being said, I honestly have no idea when the contest ends.

Seems weird since half the stories don't seem to be finished and some don't even have a playable demo, so I'm not sure how they'd be getting any votes already.

Only prerequisite is having a ModDB page, whether it's finished or not. There are three categories and you can choose different mods according to your taste.
I tried to make people to run over ModDB and having pages before I become a mod, but nobody cared at that time.
