HPL3 tools cannot open Amnesia maps, at least right now. That extension is there because we kept using it until mid-project or so, but the actual format changed over time.

If you are running SomaDev you don't need to change the settings. Pressing F1 in game should make the debug menu appear, there's a "Load Map" button in it.
