Personally I think he acted childish and gave up for childish reasons. From here I think he's either going to:

-Cry at a nameless desk job wondering where his life went.
-Continue development on Fez2 anyways and say he was kidding.

It was pretty obvious Phil wasn't gonna be able to continue after Fez. Saw how much stress it gave him in the film they made which he was in.
