That's probably accurate. From what we've seen when people are encountered, they seem to tell Simon to go get someone to help, as if they've seen them not all too long ago.

According to the info portal, the game does take place 19 years in the future?

Not sure.

I guess we'll only find that out, once we play the finished game. It just asks more questions than ever. If it really is 2103/04 then Simon's conciousness has been where for 70 years? It's all very strange.

I still think Simon is an artifically created Intelligence, being used for some ulterior purpose.

Lol, I had a thought in my mind. In some part of the game, I bet that Simon is going to lose somehow his Omnitool and instead crossing a safe path door he will have to go around In a long, danger creepy path :p

This build we saw is it possible to change at level design, story, creature placement ...?
If this what happened with Simon is true, than it's a huge spoiler of plot twist.
Probably the devs wouldn't place major plot twist in gameplay trailer.
I would like to get surprised.

Frictional is very likely aware of potential spoilers and only put scenes in trailers if they are not overly relevant to the main game. Also it may be likely that trailer or demo footage is all specially constructed as mentioned here for the E3 one for example:
