What the hell are the bags?

I had a look at some bags and examined them, and it said something about them being bags filled with cement, so that might be what they are. Doesn't really explain where there's so many all over the place in awkward positions and groups...

I don't think it really matters

I don't really think that Developers have thinked: "Hmm... How many bags of cement we'll have to put in this place?"
