Hotkeys

I figure it'd be because there aren't any useable tools in Amnesia while in Penumbra there was the pickaxe, flares, beef jerky etc. that you could constantly get use out of and would be beneficial to have keys for. The items you find in Amnesia are usually just a use once deal and it isn't really necessary to have a hotkey for them.

^ That. There's no need for it at all, no items are used repeatedly except for oil, and remembering which items you have hotkeyed to what would be a bitch if the items kept getting replaced all the time.
