I'm playing through Half Life 2 Survivial Horror mods right now. I found one that is very great, Get a Life (Silly title I know). The mod is more like a real game, It's long, the story sucks, but it's scary.
I don't mean to raise a thread from its rightful slumber, but I have to say that I just, myself, got through Get a Life and I have to admit it
is fairly awesome and creepy. I found the story to be kinda confusing (I guess like you said--it sucks), but I did get that creepy-crawly feeling when travelling through some of those areas. It didn't scare me out of my pants, but it was more the feeling of dread for Alex that really drove me into the mod. It was very well done.
But as for other games that might be Penumbra-esque, I also noticed that someone mentioned the "Clock Tower" game. I know there's a Playstation version of it, but the SNES version is the only one I've played, and that game was fairly creepy as well. Some of the details and scenery are kinda bland, but there's a nice combo of "jump-atcha" sequences, "run away!" sequences, and "Okay, I have a feeling I should be wetting myself now, but I have no idea why!" sequences, which EVERY horror game should have. Penumbra is really the first horror game I played (and which actually introduced me to the awesomeness of both Lovecraft and to the horror genre in general), so I tend to compare every horror game to Penumbra. If it ain't like it, it ain't no good to me (as a horror game, anyway).
