Very repetitive combat, killing normal policemen/soldiers stopped being fun after 2 hours. There should have been more special enemies.
Going for achievements makes combat a lot more interesting, as do tears if you use them a lot. But it's definitely not at the level of other fps games, but it has a good reason. Ken Levine, the main dev behind Bioshock, talks about how if he had the chance he would have made the Bioshock series completely combat-free; a narrative/story experience since his passion is telling a compelling story. But, as he points out, shooters sell, narrative games don't (atleast in the realm of AAAs), so he was forced to Bioshock a shooter.
