Here's some off the top of my mind

Scratches
Darkness Within: In Pursuit of Loath Nolder
Rhiannon: Curse of the Four Branches
The Dark Fall series
The Lost Crown: A Ghost-Hunting Adventure


These are all horror adventure/puzzle games using pre-rendered graphics in first person view (ok lost crown is 3rd person). It's maybe not exactly what you wanted but I can't think of any other game that's like Penumbra and has no weapons.

Heh... I bought Scratches for pc... It's so cool and complicated... So far I'm just at the scratching noises for first time... I'll try the others when I finish this one.

Oh, and in case you haven't played Penumbra Tech Demo from 2006, I'd suggest you to download that one play it. It's different than any of the newer games... and yes, it's free.
