Say Christmas lasted all year...then is the Steam Christmas sale still a sale if the discounts lasted all year long?

This is actually what JC Penney's used to do (maybe it started doing it again, we don't have it here). What they did was mark up the prices by an extreme amount and then have constant sales and discounts (as in, nothing was "normal price" ever) and depressingly it worked despite people knowing about it. In fact, they tried to change their policy and be more transparent once and it led to gigantic losses.
