You're no longer supposed to use the 131111 versions. They are beta editors and the updated ones have been released. Your problem is probably nothing more than the fact that you're using outdated editors. You can delete the 131111 ones, then go on https://wiki.frictionalgames.com/hpl2/tools/start to download the new ones. Overwrite.
