PlaySoundAtEntity("Footsteps", "FileName.snt", "EntityToPlayAt", FadeTime, true);

It is important that you set the boolean to true (it's abSaveSound) to make it loop.
If you want to stop it, use

StopSound("Footsteps", FadeTime);
