If they are stuck it should be because you completed the puzzle. Are the three pipes in the wall stuck too? If so you completed that puzzle and if the four levers are stuck for the moving piston then that puzzle is done. Can you move the bridge out in the cistern entrance?

If it is stuck half-way down it means you have been able to move it and now need to figure out a solution to get it all the way down.
