I remember reading something about this recently. One hypothesis is that a human being's reaction to the sound is an evolutionary leftover. Apparently, tigers purr or growl (very) lowly when they're about to pounce, and this is supposed to be a sort of "sixth sense" that helped keep our ancestors alive in such situations.
