Creating cutscenes

HI everyone!
I've got few questions but I wasn't able to find answers on google and forum.
I wonder if there is a way to create cutscene in a custom story ( or like in a game where character was moving on his own and looking around) or if it's possible to input a video into a game so it would play once a certain level loads.
