If you go by the scenario of most of the shows etc., most of humanity are already zombies...which makes for a really small recruitment pool! If you extrapolate the ratios of people left by what you see, and what's usually implied in the shows, it seems there are hardly any to be become new zombies.

On top of this, as a body rots and loses muscles and connective tissue, its ability to move around would be ridiculously limited.
