I'm fairly certain the difficulty isn't set to hard, it's set to HARDCORE

Enemies are at their strongest, and resources are at their lowest

Huh, now that I double-checked hardcore doesn't explicitly state that it is on hard, so you're probably right.


Even so...I'm on chapter 14, and absolutely bursting with resources lol

...and there are two more rows of ammo below that, and Issac's armor, and health is now maxed out. Just goes to show how the game is somewhat unbalanced in its generosity.

Not necessarily, it depends on how good you are at the game, I struggle greatly at times to keep my ammo up
