I recently replayed the game and the blue "fog" or background lighting was definitely still there and I do not recall a switch to turn it off.

Actually I didn't mind it that much, but it was used almost everywhere and therefore places which should have been in total darkness were not.

Some of those unused ideas and concepts of the game do sound interesting, but like any game things come and go in development and ideas either get realized, reworked or chucked altogether.

And although they didn't develop the game, it does sound like Frictional themselves were still instrumental in getting the game to a playable state.
