How do we decide who gets a license to own pots? Should they be for professional horticulturalists only?

Those who wish to acquire a pot shall be interviewed personally, and they must show their ID's and medical information, psychological too. They shall show why they want pots, and, if they were ever to do something different or violent with the pots, the PL (Pot License) shall be taken away, leaving the customer with no pots.
