I mean if that were the case, Simon's body certainly wouldn't come back but someone could stuff the chip into another robotic or pseudo-organic body and revive him. Who would do that is certainly up for debate but it seems possible.

The primary component IS the chip. I know that it's said that Simon is able to function so well because he is a kind of zombie cyborg (dead human + spare robotic parts), but that doesn't mean he can't continue to exist to some extent in other forms.
