I was thinking about this, and I am pretty sure there is. He is hinting that the AI is quite intelligent or lurky. If not intelligent and hiding, perhaps it will patrol bigger routes more often, and stick around silently instead of vanishing. Even if scripted, I believe this still may feel randomized. ^^

I believe this was already talked about at interviews, and it is going to be random.
