Ok, taking a look at the new SS again. The other side of the one-way mirror (nice catch btw) is some sort of living area, obviously a bathroom (speaking of which, anybody remember that part in the trailer with the bathtub moving to reveal a hidden area behind? probably related methinks).

The side the player is on is obviously made for observation, with all those creepy pictures and exposed wiring/tubing. What stands out is the picture with the mother holding up the child. Maybe this was made for observing Oswald's own family? Then again, there's pictures of quite a few different people.

This gives me a real Bioshock Infinite vibe, when you play in the area where

Elizabeth is imprisoned for observation and testing inside the tower before you rescue her, and you see all the pictures of her on the observation-side of the facility.

But I'd agree more with what somebody else pointed out, might be related to the mysterious orphanage thing.
