What are full settings and what is just fine?

Full settings for me are:
1920x1080 with all details max. (except SSAO samples at 16)

Just fine for me is:
30 FPS

My GTX 560 Ti is just fast enough to handle that.

Sorry, then it is not compatible, because your power supply is too weak with only 250 Watts.
