Well, that's the theory, but first you have to set Steam to offline mode, and to do this you first need to go online ........ so, if for example Steam was set to online and you lost your Internet connection, you wouldn't be able to go online to set it to offline mode in order to play your games .....

Which is pretty ridiculous really. Also, offline mode, even when activated, doesn't always work as it should.

Actually if you had previously logged in, and Steam still has your log-in info saved, when Steam detects that your internet isn't working they'll ask if you want to try again, or go into offline mode.
