Well, as for voice actors, it depends on what you're doing. For mine, I'm building the mod around the script/dialogue, where most people usually do it the other way around. I've gone through the script so much before sending it out to my actors that I know there will be very minimal changes (and changes are generally inevitable).

Typically though, you should save it for the last step. It can also be more helpful for the voice actors to see what environment their voice will appear in and will allow them to make decisions on the approach they should take with their given character.

When I worked with Chronogyros for Emma's Nightmare, he let me see the level where my character would show up and explained his goal for that level and character, which let me know exactly what he wanted from my performance. Seriously, it was one of the best meetings I've ever had with a director.
