I prefer a contrast in the amount of detail. Lots of detail there, where the eye of the viewer is supposed to focus, (Often the face and torso of the character or the most important structure of an environmental piece) broader strokes everywhere else.
It helps the overall composition and makes the picture visually interesting without it looking too "noisy". Feng Zhu does this very often (and you should all check out his work if you're interested in concept art - that guy is amazing!)
