We've already been told that the game is being developed on the HPL2 engine, the same as Amnesia: The Dark Decent, with many code updates and tweaks. The requirements will most likely be a bit higher than those of A:TDD but not much more. If you can play the original comfortably on mid-to-high settings you'll most likely have no problems playing the sequel.
