I don't think it's that they couldn't find a way to implement a feature like that, but rather it was unnecessary. HPL2 was made specifically for Amnesia, and no part in Amnesia required a feature like that, so therefore Frictional didn't implement it since it wouldn't be used (for them at least). Expecting an indie developer to put in features in an engine only for the sake of modders is a little too much to ask for...
