Trying to set up for making custom levels

I've been looking up tutorials on how to get myself set up for making my own levels, but am running into way too many problems, and have successfully gotten Amnesia to not work at all for me.

I started by following the instructions here for Windows, for the Steam version. I put everything into a new "redist" folder. http://wiki.frictionalgames.com/hpl2/tools/start

Now, I don't know where to go. The next tutorial is about what to do with the maps you've created, but nothing about actually making the maps or how to start creating levels from scratch. I found a tutorial of how to start editing levels, but not how to get the editor to work.

When I try to open Level Editor, it tells me "SDL.dll" is missing from my computer, despite it being right in my Amnesia folder. And I can't even run Amnesia, the error I get says "FATAL ERROR: Could not load world file "MyFolder/my_map.map""

If you have the steam version, you don't need to make a redist version.
