Hm, I think you misunderstood the purpose of the voice option here. If you spoke while just running around, and having no monsters around, it wouldn't have any affect on the game. The only purpose is to make you have to be quiet while hiding from a monster. In some respect, this is already the case (you can't throw something while hiding without making a noise that will make a monster come after you, for example).
As for your second point.. all I can say is that not everyone reacts to the game like you. I certainly have an initial 'yelp' whenever something scares me. Some people can't stop whimpering or yelling. Everyone's different.
