Can't move axis!

More problems for me! YAY! Okay, now here's my newest problem, and probably not the last one either. I am trying to move the x-y axis (what the camera moves around) and I know how to. I know that you are supposed to hold view (alt) and press down on mouse no. 3 (scroll wheel) but I can't move the axis, and I have no idea why! Is there something that I'm doing wrong?
