It comes from the verb: "Shame"
A "shamer" in this book is a person who, when you look her in the eyes, can see everything that you feel ashamed of, and makes you feel that ashamed.
The people in the village call for the "Shamer" when they have a crime, and a suspect, but they don't know if the suspect is speaking the truth.
But when you have those eyes, it's hard for the daughter to get friends, she gets very lonely, and then some drama happens with her mother and a new evil prince, when the other one is murdered...
